公路可以用来跑步吗?

今早起床有点迟，上班有点赶。车子停在汤申路交通灯前等绿灯。绿灯一转， 一位头戴安全帽，身穿紧身衣的脚车运动骑士抢在我前面路上。由于旁边有汽车，我只好慢慢跟随在他后面。这时我在想，在上班繁忙时间，公路是否应该让脚车运动骑士用來做运动而阻碍交通呢？更严格点，公路是否应该让人用來做运动呢？假如可以让脚车运动骑士用來做运动的话，那公路也应该可以用来做其他的运动如跑步咯？

Booked a few days in advance, managed to secure a table at 8pm. I am not really into Korean, so did not know what made this place so popular. Mostly kids anyway.
